.GREG ABBOTT, the guv of Texas, watched his long for a state-run migration plan become truth recently. On March 19th America's High court ruled that Texas can-- at least momentarily-- implement Senate Bill 4 (SB4), a legislation that makes it a condition criminal offense for migrants to intercross Texas's edge with Mexico in between lawful slots of entry (see chart).
